The mandates of JDWNRH are drawn from the National Health Policy document and executive orders. In addition, the JDWNRH will also undertake health related activities assigned by the Government and those that emanate from future legislations/policies.

JDWNRH, though autonomous shall provide technical backup services to Regional Referral Hospital and District Hospitals (NHP);

All health facilities shall institute appropriate systems of care to deal with emergencies, disasters, epidemics and outbreaks (NHP);
All health facilities shall provide a system of emergency for (a) disasters, (b) epidemic outbreaks (c) Mass Casualty (d) routine emergencies. The services shall be supported by appropriate transport facilities, safe health infrastructures and competent emergency medical teams (NHP);

Health facilities shall be supported by appropriate communication facilities and Advanced Life Support (ALS) ambulance with competent medical team (NHP);

Provision of standardized quality and required levels of health care services in all the health facilities in the country shall be ensured (NHP);

Health facilities shall monitor quality of their services on an annual basis, and draw up Action Plan for quality improvement in priority basis (NHP);
National Referral Hospital for the Country;
Western Region Referral Hospital for the western region;

Provision of standardized quality and required levels of health care services in all the health facilities in the country shall be ensured (NHP);

District Hospital for Thimphu;

As per the health act (still in the drafting stage);

JDWNRH is the apex referral hospital in the country, should be providing the highest level of care and treatment in the most efficient way to the public. (PPD/JDWNRH/2014/1333 dt. September 15th, 2014);
JDWNRH to function as a teaching hospital for KG-UMSB (Lhengye Zhungtshog-C-3/39/418 dated 25th June, 2014).
